The Governing Board of the Casa Grande Elementary School District consists of 5 elected members that play an important role in developing and approving policies that guide the operation of our District.  Implementation of these policies is overseen by the Superintendent and District staff.

Empowered to function within the framework established by the Arizona State Legislature, court decisions, opinions of the Attorney General and county council, and applicable State and Federal regulations. The Board fulfills its mission by executing the following duties:

  • Approving courses of study and instructional materials
  • Adopting a budget for each fiscal year July 1st through June 30th
  • Approving funds for the planning, expansion, improvement, construction, maintenance, use, furnishing and financing of buildings

Mrs. Judee JacksonPresident

Mrs. Judee Jackson is a retired Community Relations Manager and a community volunteer who has served on the Governing Board for four and a half years.  Mrs. Jackson's longtime dedication to causes that support young peoples' success in school and life has been her passion.

She has served in various leadership roles in the area.  She held the office of President for the Greater Casa Grande Chamber of Commerce, the United Way of Pinal County and the City of Casa Grande's Friends of the Library.

Additional volunteer roles include:

Mrs. Jackson served as one of the founding members of the "Celebrating Women of Today and Tomorrow" mother-daughter Conference for 6th grade girls and their mothers.  The Conference focused on helping mothers and daughters to improve their communication with one another and support each other to achieve success.  The Conference achieved it's identified goals after 7 years and transitioned it's tools to the Casa Grande Elementary School District for the benefit of all 6th grade boys and girls.

Mrs. Jackson and her husband have three children and three grandsons.

Mrs. Dolores UnderwoodPresident Pro Tem

Ms. Underwood is in her third year as a member of the CGESD Board. Her desire to continue serving the youth in our community led her to this elected office after her retirement as an elementary school principal. Ms. Underwood has extensive experience in elementary, secondary, and post-secondary education. She works part-time with exchange professors and students in her role as Host Coordinator for Central Arizona College’s International Exchange Program. Her background includes teaching English in China.

Ms. Underwood is involved in various community organizations, which include: Zonta, Delta Kappa Gamma, Cesar E. Chavez Memorial Committee, and Celebrating Women of Today & Tomorrow. She serves as President of the Pinal Hispanic Council Board and is an active member and lector at her church.

Besides traveling, she enjoys spending time with her two children, Robin and Ryan, other family members, and her friends.

Mr. David Snider, Member

Mr. Snider was first elected to the Pinal County Board of Supervisors in November 2004 and took office on January 1, 2005 - He served two terms, leaving office at the end of 2012. Prior to his election, Mr. Snider worked for the City of Casa Grande for 26 years as Library Director, as well as Interim and Acting City Manager on occasion. He was an elected member of the Casa Grande Elementary School District Governing Board (1992 - 2004) and served as its President for seven of those years, was again elected to CGESD's Governing Board in November 2014.

Mr. Snider has been a member of the Latino Familia Initiative since 2004 and currently serves as a Board Member for LFI. He also serves as the Vice Chair of the Groundwater Users Advisory Council (Pinal Active Management Area).

Mr. Snider also chairs the Pinal County Water Augmentation Authority and serves as Secretary on the Board of Directors of Against Abuse, Inc. He is currently a member of the Arizona Town Hall Research Committee and the Local Drought Impact Group (drought preparedness) for Pinal County. He earned a Bachelor of Arts degree from American University of Beirut (Lebanon) and earned his Master of Science in Library Science degree from Wayne State University.

Ms. Rachel HernandezMember

Rachel Hernandez is a Casa Grande Native and alumnus of Northern Arizona University. She earned a Master's degree in Educational Leadership and graduated with distinction. She was an educator at Cactus and Villago Middle School prior to moving on to Odyssey (Grande Innovations) and now Imagine Prep in Coolidge, where she currently teaches 8th grade Social Studies. Her career credits include Grade Level Leader, Department Head, Chair of Professional Development team, Differentiated Instruction Team, Site and District Professional Development Facilitator, Leadership Academy participant, Mock Trial teacher, Athletic Coach, Teacher Mentor, and Discipline Task Force Chair. She has been honored with an "Every Scholar has a Teacher" award. She is an artist and owner ofMariposaa Studio where she not only creates art, but coordinates art shows with otehr artists and has been featured at Xico Art Gallery in Phoenix. ALong with being a baord member for the Latino Famialia Initiative, Racehl has been on the Cesar E. Chavez Memorial Committee of Pinal County, the coordinator for the Eide Memorial Scholarship, delegate to the National Latino Institute's Children's Summit and has recently been appointed to the Casa Grande Elementary School District Governing Board. Rachel is also a co-facilitator for the Hispanic Leadership Institute- Pinal and current participant in the Arizona Education Foundation Principal's Leadership Academy. She lives in Casa Grande with her daughter Shannon and their three dogs.

Ms. Hernandez notes that "As a Cas Grande resident, a product of our elementary school district and parent of a student who attended a district school, I have a vested interest in ensuring its continued success. Since I worked for the district for 10 years and continue to practice my craft, I believe I can utilize my knowledge to help be a voice for teachers and school site staff. I would very much like to be a part of innovation when it comes to solving the issue of obtaining and keeping quality teachers. Service on the Casa Grande Elementary School District Governing Board will help me promote academic advocacy, which is my biggest belief for the success of our educational organizations. Successful schools equal successful communities".

Meeting Information:

Regular meetings of the Governing Board are held at 6:00 p.m. in the Governing Board Room at the Administrative Offices, 220 West Kortsen Road, in Casa Grande, usually on the second Tuesday of each month.

At least 24 hours before a Board meeting, a public notice is posted at the District administrative offices, at the U.S. Post Office in Casa Grande, and at Casa Grande City Hall. Also available, at least 24 hours before a Board meeting, are the agenda and related materials. These may be obtained by scrolling to the bottom of this page.

All Board meetings, except executive sessions, are open to the public. Under Arizona law, the Board may call an executive session to discuss matters including, but not limited to, personnel matters, the purchase or lease of real property, meet-and-confer discussions, and issues requiring consultation with the District's legal counsel.

The public is invited to speak to the Board on any subject within the jurisdiction of the Board. Requests to address the Governing Board may be made by filling out a form which is available in the Governing Board Room prior to each meeting. Comments are limited to three minutes.

The purpose of the Board's call to the public is to allow individuals to address the Board on any issue within the jurisdiction of the Board. At the conclusion of the call to the public, the individual Board members may 1) respond to criticism made by those who addressed the Board, 2) ask staff to review a matter, or 3) ask that a matter is put on a future agenda. Board members will not discuss or take legal action on matters raised during the call to the public unless the matters are properly noticed for discussion and legal action.
