In most cases teachers and parents work together to make promotion decisions for students based on a multitude of factors.  However, Arizona law under the Move On When Reading (MOWR) program takes that responsibility out of our hands and uses a single test score to determine student promotion.  This year third grade promotion decisions cannot be made until after June 13, 2016 when the Arizona Department of Education provides the AzMERIT test results.  Therefore your student’s 2015-2016 end-of-year temporary report card will show one of the following categories under Next Assigned Grade:

  • Pending – All students who do not meet the criteria for an exemption.
  • Third – Retained based on teacher recommendations – parents have been informed throughout the year.
  • Fourth – Students exempt from MOWR requirements.

Once scores are received from the state, the District will print a final report card for any student showing pending.  The new report cards will be mailed to the address on file during the week of June 13, 2016. Students not meeting the MOWR criteria for promotion to fourth grade are eligible to attend an intensive summer reading program to be held in late July. Students who complete this program may be reassessed using a district end of year benchmark assessment.  Those students obtaining a satisfactory score on AzMERIT will be eligible for promotion to fourth grade.  More information regarding the summer reading program will be included with the final report card.
